Principles of Establishment of Waste Collection Centers;

It is obligatory to establish and set up waste collection centers in order to ensure that municipal wastes and similar commercial and institutional wastes included in Annex 1 are collected separately and sent to waste treatment facilities by local administrations without mixing them with other wastes.

In case of mutual agreement, waste collection centers and centers may be established or have them set up for joint use by more than one local administration.

However, in this case, it is obligatory to establish or set up mobile waste collection centers depending on the waste collection centers in a location or locations that are easily accessible to the people.

It is essential that the waste collection center be established on a minimum 1000 m2 area so that it can accept all the wastes in the waste list in Annex 1

Inability to find a minimum 1000 m2 area for the establishment of a waste collection center;

In local administrations with a population of up to 20,000, a waste collection center with an area of at least 300 m2 is established.

In local administrations with a population of 20,000 to 100,000, a waste collection center or centers are established to provide a total area of at least 600 m2, not less than 300 m2 each.

In local administrations with a population of 100,000 to 300,000, waste collection center or centers are established to provide a total of at least 1000 m2, not less than 300 m2 each.

In local administrations with a population of more than 300,000, waste collection center or centers are established to provide a total area of at least 1200 m2, not less than 300 m2 each.

It is the responsibility of the special provincial administrations, according to the provisions of the relevant legislation, to bring the wastes from the settlement areas outside the municipality border and adjacent areas to the waste collection centers.

For the waste collection centers established, a letter of approval is obtained from the Provincial Directorate of the province to which it is affiliated, stating that the conditions specified in these Procedures and Principles are met.

Approval letter is not required for mobile waste collection centers.
